Showing the "more" popover without scrolling in a List View

Here is the fix, however it's best to use it sparingly.

The fix is to add a Script Editor web part to the page where you are experiencing the issue, and to place the following code snippet within the Script editor:

</style>

With document libraries, it's kinda a catch-22, since they use tables which are inherently not responsive friendly. Setting the above style will allow the web part to break out of its zone, which is required for the popover to show properly, however this also means the responsive tables MS uses will break out of their web part zones as the page width shrinks, which is not appealing. That's why the fix should be used sparingly, per page, and not just placed within your sites theme customization file.
